Mean accidents per week = $3$. 
Mean accidents in two weeks = $6$. 
For a Poisson distribution, 
$P(X=3) = \dfrac{6^{3}}{3!} e^{-6}$. 

Given $P(X=3) = k e^{-6}$, 
so $k = \dfrac{6^{3}}{3!}$. 
$k = \dfrac{216}{6} = 36$.
